程志波，1980 年生人，哲學博士，副教授，碩士生導師。

1998-2002年，中國礦業大學理學院，本科；2002-2005 年，中國礦業大學文法學院，碩士；2007-2009 年，中國科學技術大學人文學院，博士；2010-2012 年，清華大學人文社會科學學院科技與社會研究所，博士后。學術興趣是科技政策、創新理論。代表性成果有《論科學治理中的科學共同體》（論文）、《愿景及其在創新發生中的作用》（論文）、《科學發現中的學術主權》（專著）等。
